Upper Caboolture Master Plan – Caboolture West


A development application has been lodged for a preliminary approval, for the variation of the existing Emerging Community land zoning, located 60-172 & 67-177 Litherland Road, Upper Caboolture.

Designed by RPS Group, the proposal seeks to vary the current zoning of the Moreton Bay Planning Scheme and for the land to be considered under a new Master Plan for the purposes under the following Precincts:
– Recreation and Open Space
– Local Centre
– Residential

The proposal seeks to redevelop the existing low scale agricultural and farming uses into residential urban areas and a local centres integrated within the master plan. A natural watercourse and catchment area is retained across the site for environmental, recreational and open space purposes. The proposal outlines that the 175.4ha site will be transformed into 1,939 residential dwellings over the next twenty (20) years, as the future expansion in Caboolture West emerges.

Environmental Management and Conservation Precinct
The aim is to provide an extensive flora and fauna network incorporated into the recreational links and retained important bushland habitat area. The precinct seeks the protection of key environmental areas and the establishment of prominent environmental corridors, with extensive rehabilitation works.

Residential Precinct
The structure plan identifies six (6) Urban Living Precincts, which are to provide for a variety of residential uses predominantly in the form of detached dwellings on a variety of lot sizes, multiple residential dwellings and other residential and live work uses. The density intended will be 11-30 dwellings per hectare and a maximum building height of 8.5m, with higher density pockets able to increase in height to 21m.

Local Centre Precinct
The aim is to provide for local convenience retail, commercial and community activities that service multiple neighbourhood catchments. The precinct is intended to be a mixed use area, integrating a mix of civil, community, commercial and retail activities. These include the following land uses:

– Community Care Centre
– Community Use
– Indoor Sport and Recreation
– Market
– Office
– Place of Worship

Community Activities
– Child Care Centre
– Club
– Educational Establishment
– Emergency services
– Health Care Services
– Place of Worship

Retail and Commercial Activities
– Food and Drink Outlet,
– Hardware and Trade Supplies
– Office
– Sales Office
– Shop
– Showroom
– Veterinary Services

Recreational and Open Space Precinct
The aim is to provide a connected open space network designed to incorporate a range of recreational opportunities, that include six (6) Local Parks (each 400sqm) at various locations accessible to the Residential Precinct and Recreation and Open Space Precinct. A large linear corridor parkland is proposed adjacent the Caboolture River throughout the site.

The open space is intended to provide a range of formal and informal, active and passive sport and recreation opportunities designed to meet community needs. These include the following activities:
– Active open space areas
– Passive open space areas
– Conservation areas
– Buffer areas around the conservation area and adjacent to the site’s south-eastern boundary.

Subdivision of Precinct 1 (NDP1) 
The first precinct of this preliminary application has been lodged to be subdivided into 206 allotments and seeks a net residential density of 15.7 dwellings per hectare. The redevelopment also creates the entrance sub-arterial road into the subject site via a new river bridge crossing to Caboolture River.

The planners at RPS Group state, “Within the master planning process, it has been established that the land suitable for urban purposes through the establishment of the Low and Medium Density Residential Precincts and Local Centre and Neighbourhood Hub Precinct which is suitable for a mix of
commercial and retail uses”.

“Land with vegetation or recreational importance is to be retained for open space, environmental purposes and constrained through existing electrical easement and flood hazards, through the establishment of the Open Space Precinct. This proposes and reflects the green infrastructure network for the Site

For transport integration, a connected and permeable network of both on-street and off-street walking and cycling routes, integrated with the surrounding external road hierarchy and open space networks has been established”.


The Preliminary Approval seeks to vary the planning scheme to provide a Master Planned Community, which will include the following land uses: Residential activities, Retail and commercial activities, Civic activities, Community activities, Sport, recreation and open space activities.
