A proposed change has been sought to the approved residential development for an Urban Village Master Plan at 1420-1432 Gympie Road, Aspley, known as ‘Aspley Acres Village Caravan Park’.

The change applicant seeks minor alterations to the existing approved plans and modification of a number of development conditions, primarily relating to terminology, clarification, 4 stages (previously 2 stages) and the sequence staging of the closure of the existing caravan park uses on site.

0 9Currently the Judgement (2978/10) allows a preliminary approval for the residential redevelopment for an Urban Village,  for 780 apartments (distributed throughout 14 buildings) and reconfiguration of a lot (from 5 lots into 7 lots, new road and drainage) over a 15 year timeframe.

The approved development includes the following:
– Retirement Apartments
– Residential Apartments
– Student accommodation;
– Mixed Use Precincts
– 7,472sqm Northern Parkland
– 1,125sqm Southern Parkland
– 14 buildings (ranging in height from 4 – 10 storeys);
– Gympie Rod access upgrades
– New local roads; and
– Pedestrian, bikeway linkages

13 14The Judgement requires enhancement along the Cabbage Tree Creek, increased native vegetation rehabilitation of creek banks. The access locations require road dedication and upgrades to accommodate the new land uses. It is noted that construction of Park Central will be ongoing over the next 10 to 15 years, with new applications for each building and other elements required to be lodged to BCC.

The redevelopment opens up these land parcels since being a caravan park from the 1950s and a new green heart of Aspley is formed. There are opportunities to fill missing links in creek corridors, land degradation and pedestrian linkages will only enhance the suburb. The development supplies the growing area a wide range of residential apartments types, owners and affordability.

6According to the town planners  at Hayes Anderson Lynch Architects, “The Aspley Urban Village – better known as Park Central – sets forward an integrated development which provides for the connection of currently non-contiguous parts of the Aspley Centre through the provision of vehicle, cycle and pedestrian links, including low impact crossings along Cabbage Tree Creek. By regarding the site as a key link in the middle of the Aspley Business Centre, the construction of Park Central will deliver on and support core social environmental planning outcomes at the regional, city-wide and local planning levels.

The Park Central Preliminary Approval overrides the provisions of the town plan and allows for the development of 780 strata titled apartments in 12 buildings ranging in height from 3 to 10 storeys. The master planned development establishes a new community at the edge of a significant centre and in close proximity to existing and planned public transport infrastructure including the State Government’s Northern Busway project.  The construction of Park Central will be ongoing over the next 10 to 15 years.”
