A development application has been approved for a Outdoor Recreation and Entertainment Precinct, located 22 and 48 W M Hughes Street and Lowry Street, North Ipswich.
Designed by Planit Consulting, the proposal seeks a mixed use development that will accommodate a number of outdoor entertainment land uses activities across the elongated 254, 700sqm site, which is bounded by the Bremer River and the heritage railway yard. The proposed buildings and structures are single storey (approx. 3.7m high) and the proposed theatre screens have a maximum height of 15m.
The constrained, vacant and underutilised site be use to facilitate the proposal, with onsite heritage elements and the adjoining Bremer River strategically integrated into the design layout.

The planners at Planit Consulting state, “The proposed development provides for both active and passive recreation opportunities for the public through the proposed outdoor cinemas, basketball courts, putt-putt golf, children’s playground and numerous landscaped gardens”. In addition, the proposed development will not impact on surrounding areas of environmental significance or nearby riparian corridors. Accordingly, the proposal is considered to be consistent with intent of the Recreation Zone”.
“The proposed development does not propose any additional land uses or buildings within the CBD North Secondary Business Zone which covers the southern portion of the subject site. As such the proposed development is not considered to be in conflict with the overall outcomes of the Zone as predominately large and outdoor uses are proposed which are typically not envisaged in centre zones”.
“Regardless, the proposal provides a further mix of land uses which complements the indoor leisure based uses existing within the Riverlinks Shopping Centre. Overall, the two precincts will provide a range of services that will accommodate for the recreational needs of both surrounding residents and visitors to the local area. Accordingly, the proposal is considered to be consistent with intent of the CBD North Secondary Business Zone”.
The proposal provides 451 car park spaces (429 drive-in, 17 general staff, and 5 PWD spaces) within the ground floor open car parking areas. Vehicle access is provided from Lowry Street with provision made throughout the site to the rear development site. Pedestrian access is provided throughout the site via a 2.5m shared path / cycleway the site boundary and a pathway bypassing the site, located along the Bremer River waterway corridor.
The proposal is for 719sqm of gross floor area (GFA), with 2,266.83sqm (.89%) site cover over the 254, 700sqm site.
