Neighbourhood Centre – Youngs Crossing Road, Joyner


A development application has been lodged for a Neighbourhood Shopping Centre, Tavern and Service Station, located on 274 Youngs Crossing Road, Joyner.

Designed by McVeigh Consulting, the proposal includes a single storey local local neighbourhood shopping centre, providing a range of retail tenancies, workshop, service station, tavern (hotel),  low impact industry and fast food restaurant. The proposed subdivision to create Lot 63 (2,356 ha), Lot 64 (8.884 ha) and new local road dedication.

The design includes a strip of retail tenancies positioned along the eastern and southern boundaries, stand along workshop building and a combined fast food and service station positioned into the south-east corner of the site. A tavern has also been located fronting Youngs Crossing Road, with public civic space and a new road has been proposed along the northern boundary.

The site is within the General Residential and Limited Development zone and has road frontage to Youngs Crossing Road. The existing house, ancillary sheds and storage areas, stables, and fenced horse paddocks will be removed from the site to facilitate the proposed commercial centre.

Development Plan Layout

The proposal provides 220 car parking spaces (7 people with disability spaces) provided within the open car parking areas. Vehicle access is provided to Young Roads via a new local road.

The planners at Town Planning Strategies state, “The vision is to create a distinctive and attractive local centre that provides for the day-to-day retail needs for existing and future residents in the Joyner area without compromising the viability of existing and approved centres in the greater context”.

“Retail uses envisaged on site include a grocery outlet, chemist, medical practitioner, news agency, bakery and the like. Not intended as a large-scale supermarket, the focus for this centre is upon local requirements through the provision of an attractive, easily identifiable, hub”.

The district centre is increased to 6,852sqm of gross floor area (GFA) over the 112,400sqm (11.24 hectares) site.
