Residential Care & Retirement Facility – Lutwyche Road & Lyons Terrace, Windsor


A development application has been lodged for a Residential Care Facility and Retirement Facility tower, co-located together with ground floor Retail, located 193 and 195 Lutwyche Road, 10 Lyons Terrace, Windsor.

Designed by Thomson Adsett, the proposal seeks ninety eight (98) Residential Care beds and seventy nine (79) Retirement units within an architecturally designed residential tower to maximum the property shape. The building proposes a maximum building height of 12 storeys (approximately 45.5m high) within the District Centre zone and has road frontage to Lutwyche Road, Cartwright Street and Lyons Terrace.

The proposed building includes a Residential Care Facility, Retirement Facility, Health Care Service, Shop and Food and Drink Outlet land uses, which will replace the existing warehouse and Mercedes Benz sales yard to facilitate the development.

Ground Level
This level includes reception, retail, restaurant, allied heath services, lobby, lounge and landscaped outdoor area. The building has pedestrian access from each road frontage. Pedestrian access is provided to each floor from separated lifts located on in ground floor lobby.

Floors 1 – 7
Each Floor provides residential care beds, with a landscaped window planter box, dining, lounge and activities areas. Separated in each floor are retirement units that are provided with private open space in the form of balconies or terrace space.

Floor 8
Communal internal and open space is provided on Level 8. The floor provides, day spa, gym, wellness area, function room, indoor/outdoor lounge areas, coffee shop, indoor/outdoor pool open dining area and landscaping.

Floor 9 -10
Separated retirement units are provided with private open space in the form of balconies. Floor 9 provided is further communal open space dining/outdoor lounge area barbeque decking large open landscaped area.

A communal rooftop area provides a large open sitting area with landscaping.

The proposed development includes three (3) levels of basement car parking that provides 179 car parking spaces (104 residential and 75 commercial parking spaces). The basements provides, kitchen/laundry, men’s shed, foyers and lifts. The proposal involves a pedestrian access via the a drop off area, separate retail and residence vehicle access to Lyons Terrace.

The proposal seeks to accommodate a restaurant and four (4) retail with indoor and outdoor seating on the ground floor fronting Lutwyche Road, Cartwright Street, which will be also open to the public.

The planners at Urbis state, “the development represents an early part of the cycle of redevelopment of the Windsor centre, which is identified as a Growth Node on a Selected Transport Corridor. The use on the site provides opportunities for the generation of economic and social activity that supports the intent for the area, and provides a catalyst for future development. By providing a use that integrates residential use with employment generation, the development will underpin future residential and commercial regeneration in the corridor”.

A proposed allows for 19,159sqm of Gross Floor Area with 3,483sqm (84%) site coverage on the 4213sqm development site,.
