

A new development application has been recently lodged for Excavation and Filling located 46 Blinzinger Road and 118 Wellington Street, Banyo.
The former Energex Distribution Centre Deport, is now redundant for Energex’s needs.
The proposed development is for excavation and filling works required to decontaminate the site, after all buildings and structures are demolished to facilitate this application.
The remediating works seeks to bring the 6.46ha site to a residential standard, which will result in the lots being removed from the Contaminated Land Register/Environmental Management Register (Petroleum Product, Oil Storage and Chemicals).
Energex explains the depot was “originally built by Brisbane City Council for the BCC Electricity Department, and was transferred to SEQEB in 1977. The site is located in a predominantly residential area and is no longer suitable for an industrial use. The former Energex Banyo Depot is now redundant for Energex’s needs, being replaced with the Energex Distribution Centre now located at TradeCoast Central and our redeveloped Geebung Depot”.
The proposed development is accompanied by a Remediation Action Plan, prepared by Cardno (QLD), which details “the plan of activities, procedures and objectives to ensure the effective and controlled remediation of the site”. Also outlines “methodologies and standards to be followed throughout the remediation and ensure protection of human health and the environment”.
Energex proposes the following works:
• Demolish the buildings and ripping up existing hard stand (not part of this application)
• Remediate the contaminated soil by excavating and disposing off-site
• Replace with clean fill in accordance with an approved Remediation Action Plan.
• 2,320sqm of impacted soil requiring remediation
• Remove all existing sewerage infrastructure and site specific stormwater infrastructure.
• Complete earthworks for the site.
• Retain some stormwater infrastructure, retaining walls and fences
• The lawn area and trees on the south west corner will remain as is.
• The works do not involve filling above the existing ground level or retaining walls
• Possible additional excavation may be required, should further contamination be discovered
• All contaminated fill will be removed from site and taken to a licenced facility
• Additional investigations will be carried out during and post works.
Energex outline that site remedial contaminant control measures will be installed at the time of demolition and excavation, with “Rock Pads and/or vibration bays along with a wash down facility will be located at every construction entrance to the site. The main access will be from the existing access from Blinzinger Road, with potential for the Wellington Street access to also be used. During construction there will be a combination of silt fences and bunds to ensure that no sediment flows onto adjoining roads and adjacent properties. Sediment Basins will be located along the Wellington Street frontage with diversion drains located on the site during construction to send water into these basins”.
Summary:
The proposed demolition, excavation and filling is extensive across the site. Upon completion the site will be available for redevelopment for residential purposes, in accordance with the Emerging Community Zoning of City Plan 2014 in accordance with Brisbane City Council.
