Amended Mixed Use Development – Breakfast Creek Road, Newstead


An ‘other change’ development application has been lodged for a mixed-use proposal within a commercial office tower, located at 166-180 Breakfast Creek Road and 37-49 Ross Street, Newstead.

Designed by Arkhefield, the proposal seeks an architecturally designed mixed use development that provides for retail uses in the podium, and childcare centre, cafes, healthcare services, indoor sport and recreation (gym) and office uses in an nine (9) storey commercial building and function facility on the rooftop.

The ground floor of the new office buildings will provides a retail arcade with a mixed of internally facing restaurants, food and drink outlets. Further retail and cafes will front Ross and Durong Streets. A pedestrian entrance and cross block link to Ross Road.

The site is within the mixed use zone and the Newstead North neighbourhood plan. The proposal will remove the existing car park and storage to facilitate the redevelopment.

The proposal provides 372 car parking spaces within three (3) basement levels, ground level and level 2. The vehicle and pedestrian access is proposed to Ross Street, with the main pedestrian access to Breakfast Creek Road

The planners at Mewing Town Planning state “The development is sited and designed so as not to cause significant and undue adverse amenity impact to adjoining Bunnings development and 51 Ross Street. Both the proposal and adjoining developments are for non-residential uses and therefore there is no privacy concerns. Furthermore the side setback to the adjoining sites continue to comply with the approved outcome and therefore the interface to the adjoining sites is generally unchanged from the development approval”.

“The site area and frontage dimensions are sufficient to accommodate the proposed development, whilst ensuring car parking and servicing is located on site, deep planting achieves the minimum site area and dimensions and the balance of the pedestrian arcade along the southern boundary is accommodated”.

“By proposing a form and scale that is consistent with the existing structures on the approved roof the proposal has minimised the extent of any visible change to the approved built form and structures on the roof and hence the appearance of an additional storeys”.

The proposal includes 24,082sqm of gross floor area, with 5,300sqm (78.2%) site cover over the 6,777sqm development site.
